"The renewal plan on the drawing board is a $100 million makeover of a 16-block stretch of Pratt Street that would add 650,000 square feet of commercial and retail space. It has been questioned by people who fear it would dwarf and sap energy from Harborplace and the Gallery, which straddle Pratt Street."
